i couldnt find tutorials section so...

1.) Open a image 800x570 (or any size you want but thise size works best for desktops)

2.) Get your gradient tool out and press "D" to get black and white colors. then fill the image with a gradient...should look like this

3.) go tofilter>distort>glass

4.)then type what you wanted to type. ive used 275 pt font so make ur font rather big.then go to layer>rasterize>type.

5.) bring up your layers and hold CTRL and click on the thumbnail of the font layer

6.) go to filter>render>clouds and then if you dont like how it looks press CTRL+F until you get a rather darker look. this is what ive got so far

7.) go to filter>distort>glass and keep the seting we had earlier.

8.) make sure your on the font layer and go to layer>layer style>blending options or just double click on the layer.

9.) click Bevel and Emboss and apply these settings


10.)then click stroke and aplly these settings

11.) then go to image>adjustments>hue/saturation...
and bring the saturation all the way up and the hue to 22

12.)make a new layer and then get out the paint brush and load the assorted brush's and find the one that looks like a star and start clicking wherever theres the birghter spots

13.) click on the background layer and go to filter>distort>twirl and keep the original settings.and there u go

i forgot how i made this but this bg will look good if u resize it to make it bigger so its all good

P.S. the font looks really good with a shiny background...

You should just pu them on!
