Thought we best start getting all the old tutorials back in here again, so i'm just reintroducing my tooning tut and the pen tool one.

That all depends. You could probably follow this technique and finish a piece in a couple of hours, or similarly you could follow this technique and take a week over it. Not an easy question to answer. Ask yourself "how long would i like to spend on it" and take it from there. There's a simple equation that usually works:

More time = Better results

im guessing my pen tool is set up wrong cos when i lay anchor points when i am done it forms a shape and block colours it :S

Ok, just for you.

Lights - Extracted from my journal on deviantART

"I've outlined a few [tooning] methods below, all of which i've tried at different times.

- You could follow the process of copying the photo exactly and ending up with a really clean looking, almost perfect digital recreation of that photo.

- You could try and group similar colours and shades together to limit the number of overal colours and to end up with a block shaded picture that also looks clean, but lacks detail.

- The most important method of all and one that i've been trying to do more and more is this: Let's say that you're vectoring/tooning a light on a car. You could follow either of the above 2 methods and end up with a nice result, but i believe the best results here can be achieved via complete recreation. Instead of directly copying the light in the photo you work out how the light is made in real life by the manufacturers - Do they use 2 spotlights, a curved housing and a rectangular indicator? If yes, then why not try creating in your chosen program 2 spotlights, a curved housing and a rectangular indicator? If you can seperate objects up like this, the end result will look almost computer rendered as each part is clearly visible and perfectly created.
This method can be applied to any part of any image as well and done right, will produce the most detailed results."

Ok so it's not easy to explain. Look at this picture (http://www.deviantart.com/view/14905139/) - the lights i did on this is a mixture of all 3 methods. The actual lights (the lenses) are 'complete recreation', the lighting housing and the indicator is a mixture of 'digital recreation' and 'block shading'.

Aside from that the method is exactly the same as doing any other part of the car. Don't worry, lights are the hardest part. I didn't do a light properly until at least my 10th toon and even now they provide the biggest headache.

I will be doing version 3 of this tutorial in a couple of months. I will probably including quite an extensive section on lights in that.

something else that hasnt been made clear or has and i am retarded when i use the pen tool and try to manipulate a line into a curve if i use the control button like suggested one side of the mrker goes one way and the other side shoots of the other way please help

You can manipulate the anchor points with the ALT key :o Hope that's what you were after.
